In the early 1980's, the state of California was virtually alone in providing stricter standards for public assemblies, and high-risk high occupancy facilities. Their Bureau of Home Furnishings Technical Bulletins 121, and 133 were developed to subject to open flame, furniture and bedding previously only tested against the lower cigarette standard.
Additionally, strict fire standard enforcement was often hampered by the high cost of sometimes expensive, yet poorly performing products. Even so, by 1986, California was one of six states to enact these stricter standards for voluntary compliance. More and more states are expressing the intention to accept stronger regulations. Moreover, by September, 1989, the open flame test will be the mandatory California standard, with additional states expected to follow.

INFORMATION
FOAM BASED BEDDING SYSTEMS & UPHOLSTERY
A mattress constitutes sixty (60) percent of the fire fuel in a room. Statistics show that the majority of fires that start in a bedroom, are started by a cigarette left smoldering on a mattress, or tossed carelessly into wastebasket, thereby gradually creating combustion and an ensuing disaster. Because of this, a proven means of insuring that fire cannot start nor spread from a mattress to other combustible materials is vital to the safety of all consumers. Now, a new fire retardant chemical has been developed to treat foam products, rendering them non-combustible.
TICKING:
When the ticking goes to the manufacturer, it is delivered after
having been treated with sizing (to give it body, and make it
feel substantial), and a stain repellent (but often no flame
retardant). Both additives block absorbency. However, both are
gone after the first laundering or solvent cleaning. Once they
are gone, absorbency goes up.
Developments in recent years have seen the rise of availability of ticking which meets basic flammability standards. With, however, exposure of the untreated (or undertreated) interior, the fire safety problem remains.
Additionally, FlameOut for Fabric/5112 treatment (during manufacture or as a post-treatment) provides both the flame retardancy and stain blocking capacity needed to insure the safety, as well as superior soil and stain protection.
ENDUROLATOR PADDING:
This thin layer of padding in between the foam layers,
contributes to the life and comfort of the mattress. Made of
scrap fibers, this padding is easily treated by FlameOut products
to add an extra measure of fire protection.
